Page 70, after line 22, insert:
"Notwithstanding the provisions of § 3.1-249.34, Code of Virginia, the Department of Agriculture and Consumer Services, subject to the approval of the Director of the Department of Planning and Budget, is authorized to expend up to $1,000,000 from the Virginia Pesticide Control Act fund in the first year to supplant a portion of the agency's general fund reduction pursuant to item 506 of this act."
