"13.  Out of the amounts for Financial Assistance for General Education, the Board of Education shall provide $975,000 the first year and $625,000 the second year from the general fund to establish the Commonwealth Health Education and Services for Youth Pilot Program.  The Department of Education, in collaboration with the Department of Health, shall establish the program throughout the Commonwealth, pursuant to House Bill 1064, as a way to increase and improve the timely delivery of health and medical services and screenings, increase educational opportunities for healthy lifestyles, and intervene to improve conditions that affect the school attendance and performance of students.  The program shall consist of no more than five pilot projects with no more than one in any of the eight Superintendent's regions.  Each regional project shall consist of a high school and at least three of its feeder schools to which a full-time school nurse and other health-related professionals shall be assigned as needed.  Each project site shall install appropriate telecommunication links for health services personnel and telemedicine equipment and establish an agreement with a health care provider for the delivery of secure, emergency medical information via telemedicine.  The general fund allocation for each regional project shall not exceed $195,000 the first year and $75,000 the second year."
