Page 105, after line 49,  insert:
"F.1. The Secretary of Education, in consultation with the Secretary of Technology, shall conduct a feasibility study for an Internet-based comprehensive program of instruction in the core content areas assessed under the Standards of Learning open to all Virginia students subject to compulsory school attendance or any Virginia Student who is eligible to attend an elementary or secondary public school in the locality where they reside.  Such a feasibility study shall include, but not be limited to, the following items:  (1) an examination of existing virtual high school and higher education programs of instruction and the experience of those schools; (2) an estimate of the cost of developing a curriculum for the school that would meet the requirements of Virginia's Standards of Learning; (3) an estimate of the on-going instructional support, and any associated costs, required for students enrolling in the school's courses; and (4) an estimate of the administrative support, and any associated costs, required for such a school.
2. The Secretary of Education shall report the findings from the feasibility study to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by November 1, 2000.
