Page 110, after line 52,  insert:
"V.  Out of the amounts for State Education Services for Research, Testing, and Evaluation, $100,000 the second year from the general fund shall be provided for the Department of Education to contract with the Survey Research Laboratory at Virginia Commonwealth University to conduct a survey of parents of public school children to determine how many families would choose to leave public schools for private schools or home schooling if various levels of a refundable tax credit were available.   The survey sample shall be representative and generalizable to the eight Superintendents' regions. The contractor shall report its findings to the Chairmen of the House Appropriations, House Education, House Finance, Senate Education and Health, and Senate Finance Committees no later than September 30, 2000.  Any funds unexpended from this item June 30, 2000, shall be carried forward to pay the contractor for the final work product in the following fiscal year."
