Out of this appropriation, $100,000 shall be provided to the Rappahannock Volunteer Fire Association to construct a Volunteer Fire Training Facility at or near Wicomico Church, serving the Northern Neck area, including Lancaster, Northumberland, Richmond, and Westmoreland Counties.
