2. The appropriation of $4,486,091 in the second year shall be used for Phase I of a multi-phase renovation of the Old State Library Building."

Explanation
(This amendment provides non-general funds for the first phase of renovation of the Old State Library Building, for use by the Department of Transportation for administrative office space, with the exception of the first floor, which will be utilized for support facilities for agencies in the Capitol area.)
