Page 413, line 29 after "year" insert:
"and $1,900,000 in the second year shall be provided".
Page 413, line 32, after "System.", insert:
"Second year funding shall be provided if (i) a majority of voters in the City of Virginia Beach, and any other affected locality that decides to hold a referendum, support a November 1999 referendum to approve the development and financing of the proposed Virginia Beach-Norfolk Transit System; or (ii) a referendum on the question is not held by November 1999.  Any funds appropriated in the second year shall be expended solely for preparation, submission, and revision, if any, of the Environmental Impact Statement (EIS) relating to the proposed Norfolk Naval Base Alignment and the proposed transit link to the Norfolk International Airport.  If a majority of the voters in Virginia Beach do not support the proposed Virginia Beach-Norfolk Transit System in a November 1999 referendum, the Commonwealth Transportation Board may reallocate the funds appropriated to the project in the second year, in accordance with Item 514.  If a majority of the voters in Virginia Beach support the proposed Virginia Beach-Norfolk Transit System in a November 1999 referendum, as do the citizens in any other affected locality that decides to hold a referendum, the Tidewater Regional Transportation District, the Commonwealth Transportation Board, the Virginia Department of Transportation, and Department of Rail and Public Transportation shall work cooperatively to develop a proposed financing plan for the System."


Explanation
(This amendment conditionally provides $1.9 million in additional Highway Maintenance and Operating Funds to the Tidewater Regional Transportation District for environmental study work on the proposed Virginia Beach-Norfolk Transit System's link to the Norfolk Naval Base and the Norfolk International Airport. The additional funding shall be provided if there is a positive vote on the transit system's development and financing plan in a November 1999 referendum in Virginia Beach and any other affected locality that decides to hold a referendum, or in the event a referendum is not held.)
