Page 210, after line 44, insert:
"H.  Out of this appropriation, Virginia State University is authorized to use up to $600,000 the second year to address extremely critical deferred maintenance deficiencies in its facilities, including residence halls and dining facilities, identified by the institution's deferred maintenance report dated August 1997.  No more than 50 percent of the funds may be used for auxiliary facilities.  The University shall provide a comprehensive report to the Co-Chairmen of the House Appropriations and Senate Finance Committees by December 20, 1999, on the specific maintenance uses and planned maintenance uses of these funds and all other maintenance funds available to the University by program and by type of maintenance.  The report shall include a time-table for meeting the University's critical deferred maintenance deficiencies."


Explanation
(This amendment gives Virginia State University authority to use revenues provided for instruction and administration for deferred maintenance projects involving both its academic and auxiliary facilities. The University has a critical deferred maintenance deficiency. The amendment directs the University to report to the House Appropriations and Senate Finance Committees by December 20, 1999, on its plans to solve its critical deferred maintenance issues.)
