"E.  Each of the Educational and General appropriations of the following public institutions of higher education shall be increased by amounts from the general fund the second year as follows:  George Mason University, $551,310; Virginia Polytechnic Institute and State University, $1,928,740; Longwood College, $568,446; and, Mary Washington College, $205,420.  The nongeneral fund appropriations of these institutions shall be reduced by like amounts to reflect further tuition reductions for in-state undergraduates.  These adjustments bring the in-state undergraduate share of cost to 27 percent for the four institutions."


Explanation
(This amendment provides sufficient general funds to bring the in-state undergraduate share of cost to at least 27 percent at George Mason University, Virginia Tech, and Longwood and Mary Washington Colleges. The share of cost at all other four-year institutions currently is equal to or less than 27 percent. Tuition reductions for in-state undergraduates at these institutions would range from 21 to 27 percent. Tuition at all other institutions would decrease 20 percent, as proposed by the Governor. This amendment is a recommendation of a joint subcommittee on higher education funding policies to phase to a share of cost policy of 20 percent (currently 23 percent) for in-state community college students and 25% for all other in-state undergraduate students. The joint subcommittee was established in the act in 1998, and is composed of four members each from the House Appropriations and Senate Finance Committees.)
