Page 348, line 29, after (Other Services) strike the remainder of the line through line 32, and insert:
".  The provisions of Title 14, Chapter 1, Article 10, Code of Virginia notwithstanding, the funds in this item shall be apportioned to eligible localities in an amount equal to the percentage of their total adjusted crime index in the same proportion as the local adjusted crime index relates to the total adjusted crime indexes of all eligible localities.  For purposes of this paragraph, and as the applicable provisions of §14.1-84.2, et. seq., Code of Virginia, may be used for the purposes of calculating the amount due each locality pursuant to this item, the term "Average Crime Rate" for a locality shall mean the annual average number of index crimes per 100,000 persons, as reported by the Superintendent of the Department of State Police, for the three most recent years for which data is available, and the term "Adjusted Crime Index" shall mean the average crime rate for a locality multiplied by the population of the locality.  For fiscal year 2000 there shall be no calculation or distribution of a discretionary fund, the provisions of §14.1-84.6 notwithstanding, and 100 percent of the funds available in this item shall be apportioned to the localities based on the Adjusted Crime Index defined in this item."


Explanation
(This amendment simplifies the HB 599 funding formula, apportioning funds to the localities based on a three-year average of the crime rate in the jurisdiction multiplied by the general population in place of the complex statistical calculation and data collection which would otherwise be required.)
