"Out of this appropriation, $120,000 the first year and $100,000 the second year from the general fund shall be provided to the Virginia Center on Aging to conduct a two-stage, statewide survey of older Virginians to determine personal characteristics, capacities, and needs, their extant resources and supports, and the range of services available to them.  The survey shall update information last obtained in a statewide survey conducted in 1978-80 to provide relevant applied data to state and local area agencies on aging for more efficient planning and delivery of services."
