"H.1.  Out of this appropriation, $5,000,000 from the general fund the second year is provided to establish the Advantage Virginia Incentive Program Fund.  The fund shall be administered by the Department of the Treasury subject to the authority of the State Council of Higher Education to make disbursements, and shall be used to provide scholarships to graduates of Virginia high schools who attend two-year and four-year public institutions of higher education in Virginia who become employed in "occupational areas of high demand" in the Commonwealth.  The State Council shall determine the occupational areas of high demand.  To be eligible, students must have a 2.5 grade point average on a 4.0 scale in high school and demonstrate financial need.  To be eligible for renewal of a scholarship, the student must maintain a 2.0 grade point average while in college or university.  
2. Eligible students may receive scholarships of up to $2,500 per academic year, not to exceed $10,000 as undergraduates, and no student shall participate in the program for more than seven years.  To receive a scholarship, an eligible student must sign a contract agreeing to be employed in a high demand occupation and such employment must begin within one year of graduation from a Virginia public college or university.  Such employment must continue until the student has been continuously employed in a high demand occupation for a period of years equal to the number of years the student was a beneficiary of the scholarship.  If the student fails to comply with the employment provision, the student is required to repay to the fund all scholarship amounts received by the student.  Each year the student must provide to the State Council a note in a principal sum equal to the amount of the scholarship.  The notes will be canceled by the State Council for each year the student is employed in a high demand occupation."


Explanation
(This amendment provides $5 million in the second year for the Advantage Virginia Incentive Program Fund to be used for scholarships for students who agree to be employed in "high demand" occupations. The scholarships would be up to $2,500 per year and would be provided by the State Council of Higher Education.)
