Page 121, line 9, after "l." insert "1)".
Page 121, strike lines 10 through 18, and insert:
"year from the general fund shall be disbursed by the Department of Education to school divisions for new teacher residency grants.  
2)  These grants shall be used by school divisions to hire beginning teachers who have passed the Praxis test and will be teaching in a Standards of Learning content area.  The beginning teacher would be assigned to work in the classroom of a master teacher, who is identified by the local school division based on existing division evaluation criteria.
3) Grants shall be distributed based on an allocation formula providing state funding of $20,000 for each new teacher's salary and benefits and $5,000 for a supplement for each master teacher.
4)  Any locality which desires to participate in this grants program must submit a proposal through its school superintendent by June 1 of each year.  The local proposal must include no fewer than five days of summer training for each master teacher, such training to include mentoring, communication, reflective coaching, and teacher evaluation."
