", provided the approval of the General Assembly shall not be required in order to convey an easement for purposes of providing, in part, utility service to a courthouse".

Explanation
(This amendment provides an exception to General Assembly approval for sale or lease of properties at Eastern State Hospital, so that an easement can be conveyed for utility service to a nearby courthouse.)
