Explanation
(This amendment provides $10,000 in the second year to the Madison Heritage Foundation to renovate the English basement at the Kemper Residence, former home of Governor James Lawson Kemper. Funding would be provided by a portion of the savings from reducing funds provided for the Blue Ridge Community Orchestra in the each year. The Blue Ridge Community Orchestra dissolved and cannot use the funding provided.)
