(This amendment provides $500,000 in the second year for the Schooner Virginia Project to design and build a historical replica of the last sailing Pilot Schooner used by the Virginia Pilot Association, using traditional wood boatbuilding techniques. Funding will also be used to design and implement a boatbuilding apprenticeship for inner-city youth during the construction process, providing them with boatbuilding experience. The Schooner Virginia will be built on the Norfolk waterfront to coincide with participation as Virginia's representative in Operation Sail 2000. The Schooner will sail the world serving the Commonwealth as Virginia's Goodwill Ambassador to the World for the promotion of tourism and trade. The project will partner with regional school systems through use of the Internet and other educational programs to allow children to "visit" foreign ports, converse with visitors to the vessel, and learn charting methods.)
