A. Out of this appropriation, $3,800,000 the first year and $3,800,000 the second year in nongeneral funds is designated to support scholarships provided by the Virginia Tobacco Commission in Southside and Southwest Virginia.
B. Out of this appropriation, $95,327 and one position in the first year and $95,327 and one position in the second year from the general fund is designated to support the operations of the Clean Energy Research and Design Center.
