It is the intent of the General Assembly that the Commissioner shall, immediately upon final passage of the 2013 Appropriation Act, reconstitute the Payment of Wage Section of the Labor and Employment Law Division, and beginning on July 1, 2013 reinstate the investigation and resolution of any and all complaints filed as provided by Chapter 3 of Title 40.1, Code of Virginia.
