A.1. Included within the amount for Dedicated and Statewide Construction is $142,000,000 the first year from the general fund to provide the required match not otherwise available from other Commonwealth revenues for the 154 Congressionally-designated projects included in P.L. 109-59 of the 109th Congress. Such funds shall be deposited into the Transportation Trust Fund and used to advance these projects in accordance with federal laws, guidance, and/or regulations. Upon federal notification and/or approval, the Director, Department of Planning and Budget, shall transfer the appropriation to the managing state agency. From this appropriation of $142,000,000 from the general fund, an amount estimated at $26,100,000 shall be transferred to the Department of Rail and Public Transportation to provide the match for 33 Congressionally-designated rail and transit projects.
2. Included in this Item for Interstate Construction is $30,000,000 the first year from the general fund to complete the funding for the construction of the I-264/64 Interchange and $16,000,000 to complete the funding for phases 1 and 2 of IDEA 66 on Interstate 66 westbound. The advancement of such construction projects were congressionally designated in P.L. 109-59 of the 109th Congress. As stated in such law, current levels of federal investment are not sufficient to complete construction of critical transportation projects that will improve a region's economic productivity.

Included in this Item for Primary Construction is $36,000,000 the first year from the general fund to complete the funding for construction of the Coalfields Connector, a project congressionally designated in P.L. 109-59 of the 109th Congress. Also included in Primary Construction is $45,000,000 the first year from the general fund for the construction of the Hillsville Bypass. Construction of the Bypass will create improved transportation access to further facilitate the economic opportunities created by port facilities located within the Commonwealth.
4. Included in this Item for Urban Construction is $15,000,000 the first year from the general fund to complete the funding for construction of the grade separations and rail relocations along Route 164, a congressionally designated project in P.L. 109-59 of the 109th Congress. Such construction will also create improved transportation access to further facilitate the economic opportunities created by port facilities located within the Commonwealth.
B. Notwithstanding the amounts specified in § 33.1-75.1 C and D of the Code of Virginia, $15,000,000 the first year and $15,000,000 the second year from the Commonwealth Transportation Fund shall be allocated to localities for secondary road revenue sharing.
C. Notwithstanding § 33.1-23.1 of the Code of Virginia, the net proceeds from the lease or sale of surplus and residue property purchased under this program shall be applied to the system and locality where the residue property is located. This funding shall be provided as an adjustment to the allocations distributed to the systems and localities according to § 33.1-23.1 of the Code of Virginia.
D. The Department is authorized to use any unexpended funds from the Harrisonburg Bypass project for preliminary engineering for improvements to Port Republic Road and Stone Spring Road in Rockingham County. Expenditures under this appropriation shall not diminish current or future secondary road allocations for Rockingham County.
