A. It is the intent of the General Assembly that the Department of Aviation match federal funds for Airport Assistance to the maximum extent possible. However, the legislative intent expressed herein shall not be construed to prohibit the Virginia Aviation Board from allocating funds for promotional activities in the event that federal matching funds are unavailable.


B. From the amount allocated to the Metropolitan Washington Airports Authority (MWAA) pursuant to § 58.1-638 A 3, Code of Virginia, $150,000  the first year shall be transferred to the general fund, pursuant to § 3-1.01 of this act, prior to any distribution to MWAA.


C. The department is authorized to expend up to $500,000 of Aviation Special Funds in each year to match federal funding available for a joint partnership venture comprising the National Aeronautic Space Administration (NASA), the Federal Aviation Administration, the aviation industry, and Virginia's institutions of higher education. The project shall target research efforts to promote safety and greater access for rural airports.


D. Out of the amounts included in Financial Assistance for Airports shall be paid to the Washington Airports Task Force from the special funds in this appropriation $500,000 the first year and $500,000  the second year. No resources of the Washington Airports Task Force shall be used to promote, sponsor, or participate in the Western Transportation Corridor Study.


E. The Department of Aviation shall assist the Newport News Blue Ribbon Commission as it develops and carries out plans for the area's aviation needs.
