The Department for the Blind and Vision Impaired, in cooperation with the Department of Education, shall study options to address salary reimbursement to localities for special education teachers of the visually impaired. The report shall identify current methodologies, inequities, and funding and statutory recommendations to provide reimbursement comparable to other special education teachers. The agencies shall submit the report to the Secretary of Health and Human Resources and the Secretary of Education by September 15, 2004.
