Notwithstanding § 3.1 – 925, Code of Virginia, the Commissioner of Agriculture and Consumer Services shall collect a registration fee of $9 from all entities subject to weights and measures regulation pursuant to Chapter 35 of Title 3.1 of the Code of Virginia for each device subject to inspection.
