A. The appropriation to the University of Virginia Medical Center provides for the care, treatment, health related services and education activities associated with Virginia patients, including indigent and medically indigent patients. Inasmuch as the University of Virginia Medical Center is a state teaching hospital, this appropriation is to be used to jointly support the education of health students through patient care provided by this appropriation.
B. By July 1 of each year, the Director of the Department of Medical Assistance Services shall approve a common criteria and methodology for determining free care attributable to the appropriations in Items 217 and 218. The Medical Center will report to the Department of Medical Assistance Services expenditures for indigent, medically indigent, and other patients. The Auditor of Public Accounts and the State Comptroller shall monitor the implementation of these procedures. The Medical Center shall report by October 31 annually to the Department of Medical Assistance Services, the Comptroller and the Auditor of Public Accounts on expenditures related to this Item. Reporting shall, by means of the indigent care cost report and shall follow criteria approved by the Director of the Department of Medical Assistance Services.
C. Funding for Family Practice is included in the University of Virginia's Educational and General appropriation. Support for other residencies is included in the hospital appropriation.
D. To increase the utilization of primary care physicians and residents in the delivery of services, it is the intent of the General Assembly that actual staffing of residencies and fellow positions at the University of Virginia Medical Center - Hospital shall reflect the goal of having at least 50 percent of Virginia medical school graduates enter generalist residency programs, at least 50 percent of Virginia residency graduates enter generalist practice upon completion of residency training, and at least 50 percent of those graduates shall practice in Virginia.
