A. Out of this appropriation, $443,855 and 7.0 positions the first year and $243,855 and 7.0 positions the second year from the general fund is designated for the Halifax/South Boston Continuing Education Center.


B. Out of this appropriation shall be expended an amount estimated at $29,050 from the general fund and $12,450 from nongeneral funds the first year, and $29,050 from the general fund and $12,450 from nongeneral funds the second year for the educational telecommunications project to provide graduate engineering education, subject to a plan approved by the State Council of Higher Education for Virginia.


C. Out of this appropriation, $85,815 the first year and $85,815 the second year from the general fund shall be allocated for the Small Business Development Center, subject to paragraph H of this Item.


D. Included in Item 296, paragraph C 3 of this act is $512,193 from the general fund and $49,981 in nongeneral funds the first year and $458,524 from the general fund and $49,981 in nongeneral funds the second year to support the debt service on bonds issued by the Virginia College Building Authority.


E. This appropriation authorizes Longwood College University to charge students a technology service fee in conformity with § 4-2.01 c of this act. This appropriation includes $148,245 the first year and $148,245 $178,684 the second year from nongeneral funds. The fee charged resident undergraduate students each year shall not exceed one percent of the total of resident undergraduate tuition and required fees charged in FY 1998. The fee charged nonresident undergraduate students shall not exceed three percent of the total of nonresident undergraduate tuition and required fees charged in FY 1998. The fee charged graduate and professional students shall not exceed three percent of the total of graduate and professional tuition and required fees charged in FY 1998.


F. Out of this appropriation, $226,816 the first year and $222,687 the second year from the general fund for 1) the fifth and sixth of six annual payments for the lease purchase of $500,000 of instructional technology equipment in the first year and 2) the third of six annual payments for the purchase of an additional $500,000 of instructional technology equipment in the second year.


G. Out of this appropriation, $269,163 and 2.0 positions the first year and $269,163 and 2.0 positions the second year from the general fund shall be provided for the Longwood Institute for Teaching Through Technology and Innovative Practices in Halifax County, subject to paragraph H of this Item.


H. It is the intent of the Governor and the General Assembly that direct general fund support of special purpose research and public service centers and projects in higher education not be continued indefinitely and that institutions of higher education secure nongeneral fund support of such activities. General fund reductions of $119,916 the first year and $121,316 the second year from research and public service activities shown below reflect the expectation that additional private and other nongeneral funds be solicited to augment nongeneral fund support:
