A. No funds appropriated for this program shall be used for enforcement personnel to enforce local ordinances.
B. Revenues of the fund appropriated in Items 403 and 404 of this act are limited to those received pursuant to Title 4, Code of Virginia, excepting taxes collected by the Alcoholic Beverage Control Board.
C. The Department of Alcoholic Beverage Control shall operate its tobacco law enforcement programs without diverting personnel or other resources or support away from any enforcement or regulatory activities or programs which were in place or in effect as of January 1, 1998, and which were dedicated to wholesale wine and beer licensee oversight.
