§ 4-1.07 LIMITED CONTINUATION ADJUSTMENTS OF APPROPRIATIONS
a. LIMITED CONTINUATION OF APPROPRIATIONS.
Notwithstanding any contrary provision of law, any unexpended balances on the books of the State Comptroller as of the last day of the previous biennium shall be continued in force for such period, not exceeding ten (10) days from such date, as may be necessary in order to permit payment of any claims, demands or liabilities incurred prior to such date and unpaid at the close of business on such date, and shown by audit in the Department of Accounts to be a just and legal charge, for values received as of the last day of the previous biennium, against such unexpended balances.
b. LIMITATIONS ON CASH DISBURSEMENTS.
Notwithstanding any contrary provision of law, the State Comptroller may, in his sole discretion, begin preparing the accounts of the Commonwealth for each subsequent fiscal year on or about ten (10) days before the start of such fiscal year. Furthermore. during this period and in his sole discretion, the State Comptroller may authorize the disbursement of funds drawn against appropriations of the subsequent fiscal year to meet the contractual obligations of the Commonwealth. However, in no event may such disbursements exceed the sum of five million dollars ($5,000,000) from the general fund.
