Authority: Discretionary Inclusion


A. The Governor is hereby authorized to allocate from this appropriation such sums as he may determine to be needed to respond to terrorist events or an emergency arising from other than natural disasters, when such event or emergency results in loss of life and damage and destruction to property. The purposes for which these funds may be used include, but are not limited to, mitigation of biological attacks and hazardous materials, search and rescue operations, communications systems, security equipment, and assistance for disaster preparedness and prevention to local governments which host port facilities throughout the Commonwealth.


B. This item may be supplemented by any award of federal funds for emergency preparedness related to terrorism pursuant to the conditions of the federal grant.


C. The Governor shall report any allocations from this appropriation to the Chairmen of the House Appropriations and Senate Finance Committees within thirty days.
