The Department of Transportation is authorized to acquire or construct an office building for the Northern Virginia District, subject to approval by the Governor, or his designee. As part of the approval process, the department shall submit a plan that includes, but may not be limited to, an evaluation of the desirability and cost benefits of constructing an administrative building on land known as the “Northern Virginia District Maintenance Complex.” At least 30 days prior to signing any final purchase or construction contract, the Commissioner shall notify in writing the Chairmen of the Senate Finance and House Appropriations Committees of the department’s intentions. If a suitable plan has not been approved by December 31, 2003, then the department shall begin architectural and engineering work for construction of a new office facility at the Northern Virginia District Maintenance Complex.
