Authority: § 2.2-601; Title 2.1 2.2, Chapter 45 19; Title 2.2, Chapter 24, Articles 9 and 15; §§ 2.1-20.4 and 23-7.4:1, Code of Virginia.


A. Notwithstanding § 23-7.4:1, Code of Virginia, the Department of Veterans' Affairs shall provide institutions of higher education with the information that these schools will need to administer the Virginia War Orphans Education Program. The Department of Veterans' Affairs shall retain the responsibility to certify the eligibility of those who apply for financial aid under this program.


B. No child may receive the education benefits provided by § 23-7.4:1, Code of Virginia, and funded by this or similar state appropriations, for more than four years.


C. Included in the appropriation for this item is $334,000 from the general fund to be awarded in the first year to the World War II Memorial Campaign for the Commonwealth’s share of the construction costs associated with a national memorial to the veterans of World War II.
