A. The Department of Military Affairs shall transfer the Chesapeake Armory to the City of Chesapeake at such minimal cost as shall be determined by the Department as necessary and appropriate to recover the actual costs paid by the Department for: (1) the appraisal of the property; (2) any reimbursement required to be paid to the federal government for any ancillary buildings which cannot be removed from the property; and (3) any other incidental costs pursuant to the transfer.


B. The Department of Military Affairs is hereby authorized to designate building space at the State Military Reservation as an in-kind match for the receipt of federal funds under the Commonwealth Challenge program, equivalent to a value of $188,868 each year.
