Notwithstanding the provisions of § 44-19, Code of Virginia, any long-term lease entered into for any state military installation or other real estate controlled by the Adjutant General, or any other such real estate as the Commonwealth owns for military purposes, shall be subject to the approval of the General Assembly and the Governor. Long-term lease means any lease for a time period of more than two years.
