A.1. The amounts for Housing Assistance Services include $1,759,120 from the general fund, $180,000 from dedicated special revenue, and $5,905,066 from the federal trust fund the first year and $1,759,120 from the general fund, $180,000 from dedicated special revenue, and $5,905,066 from the federal trust fund the second year to support emergency shelters, housing for special populations and permanent housing for the handicapped homeless, and $3,451,000 the first year and $3,451,000 the second year from the general fund for homeless prevention. The amounts allocated for emergency shelters shall be matched through local or private sources. The Department shall report to the Chairmen of the House Appropriations and Senate Finance Committees by November 15, 1996, on the state's homeless programs, including the number of: (i) emergency shelter beds, (ii) transitional housing, (iii) single room occupancy dwellings, and (iv) homeless intervention programs supported by state funding on a locality and statewide basis. The report shall also include the number of Virginians served by these programs, the costs of the programs, and the financial and in-kind support provided by localities and nonprofit groups participating in these programs.


2. The amounts for Financial Assistance for Housing Services include $25,000 the first year and $25,000 the second year from the general fund to assist the Arlington Community Temporary Shelter (TACTS) transitional housing program.


B. The amounts for Housing Assistance Services include $6,000,000 from the general fund and $11,524,000 from federal funds the first year and $11,524,000 from federal funds the second year to support Virginia Housing Partnership programs. Any unexpended balance of grant funds at the close of business on June 30, 1996 and June 30, 1997, shall not revert to the surplus of the general fund, but shall be carried forward and reappropriated. The Department may utilize up to $200,000 the first year and $200,000 the second year from the general fund for staff support for the Housing Program.
