(This amendment provides $6.0 million each year in nongeneral fund appropriation as a placeholder amendment for the establishment of the Virginia Gaming Commission as an independent agency of the Commonwealth. Upon enrolling, additional amendments will be provided as needed to reflect other impacts of the bill, to include potential costs resulting from the bill's creation of criminal penalties, and any assumed revenue impacts from the bill.)
