Explanation

(This amendment removes language related to excess fees collected by the clerks of the circuit court in order to return the local share of excess fees to two-thirds of amounts collected, consistent with the Code of Virginia, compared to the current one-third of amounts collected in accordance with budget language stricken by this amendment. Upon enrolling, a companion amendment would be entered against Item 0 to reduce general fund revenues by $3.5 million each year as a preliminary estimate of the state revenue loss associated with this amendment.)
