Explanation

(This amendment removes language related to excess fees collected by the clerks of the circuit court in order to return the local share of excess fees to two-thirds of amounts collected, consistent with the Code of Virginia, compared to the current one-third of amounts collected in accordance with budget language stricken by this amendment. In addition, the language provides that local offices who do not collect excess fees maintain the current two-thirds share for state reimbursement of employer contributions to Virginia Retirement Systems. Upon enrolling, a companion amendment would be entered against Item 0 to reduce general fund revenues by $5.6 million each year as a preliminary estimate of the state revenue loss associated with this amendment.)
