Page 245, strike lines 6 through 8, and insert:

"W. On or before June 30, the State Comptroller shall transfer $12,518,587 the first year and $2,000,000 the second year to the general fund from the $2.00 increase in the annual vehicle registration fee from the special emergency medical services fund contained in the Department of Health's Emergency Medical Services Program (40200). The second year general fund transfer shall be provided to the Virginia State Police for med flight operations. The remaining $10,518,587 in the second year from the special emergency medical services fund (40200) would remain in the Special Emergency Medical Services Program and be distributed equally between the items listing in § 46.2-694 (a-e).  This transfer of funds for items listed would continue annually."



Explanation

(This amendment modifies a Part 3 transfer from the $2.00 increase in the annual vehicle registration fee from the special emergency medical services fund contained in the Department of Health's Emergency Medical Services Program to the general fund. Language requires $2.0 million each year be transferred to the general fund be used to fund State Police med flight operations. The remaining funds would be split equally among the uses set forth in state statute, which support recruitment, training and retention through grants and other initiatives targeted at non-profit agencies, funding to localities for training and equipment, and the Rescue Squad Assistance Fund (RSAF). The RSAF provides grant funding to nonprofit licensed Emergency Medical Services (EMS) agencies or other Virginia EMS organizations.)
