"SS. Out of this appropriation, $25,000,000 the first year and $25,000,000 the second year from the general fund is provided for grants to school divisions to support partnerships with public and private community-based providers and to hire additional specialized support staff to meet student mental health needs. Priority for the grants will be given to the ten divisions demonstrating the greatest need for mental health partnerships and additional staffing. Criteria for prioritization will be based on internal and publicly reported data, including but not limited to (i) incidences of youth homicides, (ii) number of suicide risk assessments, and (iii) rates of out-of-school suspensions. The department will oversee implementation of this grant program, including establishing guidelines for application, criteria for evaluation, and reporting requirements."



Explanation

(This amendment provides $25 million each year through competitive grants to local school divisions that serve communities with high incidences of community violence to contract for community-based mental health services for students from public or private community-based providers or to fund the hiring of additional specialized support staff to meet student needs. This funding is necessary due to the expiration of federal stimulus funding that allowed school divisions to cover these costs in the recent years following the pandemic.)
