Page 109, after line 14, insert:

"P. Out of this appropriation, $4,000,000 the second year from the general fund is provided for the department to establish a pilot program to increase options for first-time homeowners in the Hampton Roads Planning District Commission. The department shall invest in nonprofits through a competitive grant process to fill project fund gaps after the application of other federal and state sources are exhausted for projects. No home built with  these funds shall exceed $200,000. Residents benefiting from the homes produced by this pilot shall have a household income at or below 80% of Area Median Income with a priority for first-time homebuyers currently residing in public housing or utilizing a federal, state or local housing voucher for their rent."



Explanation

(This amendment creates a pilot program to provide grants to nonprofits in the Hampton Roads Planning District Commission to build homes at or below $200,000 for first-time home buyers.)
