Page 406, line 10, strike "$600,000" and insert "$3,100,000".

Page 406, following line 25, insert:

"D. Included in this appropriation is $2,500,000 in the first year from the general fund to assist the City of Chesapeake with control of encroachment around Naval Auxiliary Landing Field - Fentress provided that the City of Chesapeake provide matching funding of not less than an equal amount. The Secretary of Veterans and Defense Affairs shall ensure any such conditions as determined to be reasonable and appropriate are satisfied prior to the allocation of any funding from this Item and shall report to the Chairmen of the the House Committee on Appropriations and the Senate Committee on Fiance on such projects and real property acquisitions as may be undertaken from such funds as may be available."
