"F. From the amounts included in Item 455 of this Act, $2,750,00 the first year and $17,250,000 the second year in nongeneral funds shall be transferred by the Commonwealth Transportation Board to program 60701 for Financial Assistance for City Road Maintenance and distributed according to established Board Policy. In the fiscal year beginning July 1, 2018 the Commonwealth Transportation Board shall annually increase all allocations for City Road Maintenance by an amount not less than the the Consumer Price Index as published by the U.S, Bureau of Labor Statistics."



Explanation

(This amendment directs the Commonwealth Transportation Board to reduce expenditures on VDOT administrative costs, facilities management and employee training in order to increase Financial Assistance for City Road Maintenance back to the growth level of the Consumer Price Index. This was a policy adopted by the Commonwealth Transportation Board in early 2017, but then modified by one-time reductions for FY 2018, FY 2019, and FY 2020. This amendment would eliminate the one-time reductions applied to city street maintenance payments in FY 2019 and FY 2020.)
