Page 326, following line 49, insert:

"H. In order to establish a state battlefield park and recreational area in Culpeper County, the Department of Conservation and Recreation is authorized to acquire, by deed of gift or other means which do not require general funds or capital outlay, 1,205 acres of real property at Brandy Station and Cedar Mountain battlefields.  Such property may be acquired from nonprofit historic preservation and land conservation organizations.  Permitted activities at the battlefield park and recreational area may include heritage tourism, natural area activities, primitive camping, fishing, bow hunting, boating, equestrian activities, biking, and historical and military education.  It is the intention of the General Assembly that this battlefield park and recreational area, after its establishment, shall require minimal improvements other than those necessary for the permitted activities.  All permitted activities shall be consistent with the preservation and protection of existing historic, cultural, archeological, and natural resources."



Explanation

(This amendment would establish a state battlefield park at Brandy Station. The amendment would create the park upon transfer of the land, at no cost, to the Commonwealth by the relevant property owners. The intent of the amendment is to be revenue neutral.)
