Page 469, following line 13, insert:

§3-5.16

DISALLOWANCE OF GENERAL AND NONGENERAL FUNDS IN MEDICALLY UNNECESSARY RESEARCH

Notwithstanding any other provision of law, no general or nongeneral funds, from any source, shall be used to carry out any medically unnecessary scientific or medical research that causes significant pain or distress to a dog or a cat.

  


Explanation

(This amendment prohibits appropriating any state general or nongeneral funds to any organization, whether public or private, to carry out any medically unnecessary scientific or medical research that causes significant pain or distress to a dog or cat. SB 28 of the 2018 General Assembly defines "significant pain or distress" to include any procedure or condition classified under pain and distress category E by the U.S. Department of Agriculture.)
