“B.  Out of this appropriation, $200,000 the first year from the general fund shall be provided for the Secretary of Health and Human Resources to procure a contractor to conduct an independent review and evaluation of the Virginia Case Management System (VaCMS) that determines eligibility for the Virginia Medicaid program. As part of this review, the contractor shall: (i) assess the current architecture and capability of the VaCMS eligibility system; (ii) identify best practices based on other states' experiences implementing eligibility systems and determine what additional functionalities should be provided by the VaCMS based on these best practices and current technology; (iii) assess VaCMS readiness and determine what enhancements would need to be made to the system to add eligibility for other state programs; (iv) estimate the amount of additional funding required and identity sources of enhanced federal funding; and (v) recommend the appropriate governance structure for the eligibility system. The contractor shall report recommendations to the Chairmen of the House Appropriations and Senate Finance committees by November 1, 2018.”



Explanation

(This amendment provides $200,000 from the general fund and $100,000 from nongeneral funds the first year to procure a contract to conduct an independent review and evaluation of the Virginia Case Management System (VaCMS). The VaCMS determines eligibility for the Virginia Medicaid program, Supplemental Nutrition Assistance Program, and Temporary Assistance for Needy Families. The importance of the system to the Commonwealth requires additional oversight. Therefore, an independent review of the VaCMS would provide verification that the system has the architecture and capabilities to serve the needs of the citizens of the Commonwealth and identify if any additional functionalities should be provided based on current technology and best practices from other states.)
