Explanation

(The Virginia Student Training and Refurbishment program ("VA STAR") is a collaborative effort of the Secretaries of Education and Technology and the Departments of Education and General Services to introduce Virginia's students to the field of Information Technology (IT). The ultimate goal of VA STAR, which is administered by Prince William County Schools, is to create a sustainable educational program that takes surplus hardware from state agencies or private companies in order to offer students IT repair certification. Once refurbished, the computers are available for school use or distribution to student's families and community foundations needing them. Still in its infancy, VA STAR already has more than 77 schools in 46 school divisions participating with divisions ranging in size from rural King William to urban Fairfax. It has clearly demonstrated that it is an excellent teaching tool that also results in savings (King William-$45,000) to the school divisions, and has established itself as a program that can be beneficial to school divisions across the Commonwealth. Approximately ten new schools are added each year. Each new participating school receives a start-up grant of $4,000 and then an annual $2,000 grant to support continued operation of the program. This amendment increases funding necessary for VA STAR to continue the program within currently participating school divisions and to expand the number of participants through the 2018-2020 biennium.)
