Explanation

(The proposed amendment would increase funding to the Teacher Residency Program from its current funding of $1,000,000 per year to $1,500,000 the first and $1,500,000 the second year from the general fund in order to provide grants for teacher residency partnerships between university teacher preparation programs and the Petersburg, Norfolk, and Richmond City school divisions to implement new teacher training and retention for hard-to-staff schools. The grants will support a site-specific residency model program for recruitment, preparation, and support of new teachers, including possible stipends in the program to attract qualified candidates and mentors.)
