Page 107, after line 41, insert:

"I.  A. Out of this appropriation, up to $2,200,000 from the general fund each year shall be used to develop a value-added growth and projection analytics system.  The model shall be incorporated in the department's reporting requirements under the federal Every Student Succeeds Act.  It is the intent of the General Assembly that the model be adopted by the department utilizes existing assessments and any future assessments that are suitable for measuring growth.  It is the intent that the model adopted by the department not be used as a teacher observation system or tied to educator pay-for-performance.  At a minimum, the model shall:

i. Report student growth measures at the district, school, teacher, and subgroup levels;

ii. Recognize the growth of tested students, including those who may have missing assessment data;

iii. Include all available prior standardized assessment data that meet inclusion criteria across grades, subjects, state and local assessments;

iv. Allow for disaggregation of student growth results; and

v. Provide individual student projections to the probability of reaching performance levels on future assessments.

B.  The department shall provide web-based electronic student growth and projection reporting based on the adopted state model to educators at the school, district, and state levels.  Role-based permissions shall allow educators to access information about the performance of the students within their immediate responsibility in accordance with Virginia's data privacy laws.".


(This amendment requires VDOE to develop a value-added growth and projection analytics system and incorporate the model to assist in meeting reporting requirements under the Every Student Succeeds Act.)
