Notwithstanding the provisions regarding ranking methodologies prescribed in Paragraph E. of Item 73 of this Act, included in this appropriation is $2,441,753 the first year and $2,787,364 the second year from the general fund to support new staffing at the Hampton Roads Regional Jail consistent with the provisions of paragraph E of this item based upon current inmate populations and the recommendations of a 2017 staffing study performed by the Department of Corrections at the request of the Compensation Board."



Explanation

(This amendment provides funding for an additional 31 permanent positions and 50 temporary positions in both years of the biennium for the Hampton Roads Regional Jail, to provide staff needs identified by a staffing study conducted by the Department of Corrections at the request of the Compensation Board and in accordance with Compensation Board staffing standards, based upon necessary changes in the supervision style over inmate housing areas that varies from the initial staffing requirements for the facility when constructed and based upon the acute medical and mental health needs of the current inmate population housed in the regional jail on behalf of its member localities. A companion amendment to Item 73 of this Act provides respective additional positions in the position count table. Second year costs include prorated across-the-board salary increases effective December 1, 2019 as proposed in the bill as introduced.)
