"3. Beginning July 1, 2020, the per diem payments provided for local- and state-responsible inmates shall be annually adjusted to reflect changes in the Consumer Price Index as reported by the United States Bureau of Labor Statistics."

Explanation

(This amendment provides $8.0 million each year from the general fund to reflect the increased cost to the Commonwealth of increasing the per diem payments made by the Compensation Board to local and regional jails for housing local- and state-responsible inmates. This amendment would increase each per diem rate by 13 percent over what those set out in Chapter 836 of the 2017 Acts of Assembly, reflecting the increase in the Consumer Price Index between July 1, 2010 and November 1, 2017.)
