"B. Included in the general fund amounts appropriated for this item, $5,539,765 the first year and $3,710,265 the second year, is provided to replace the legacy legislative bill tracking system. The Director of the Division of Legislative Automated Systems is directed to procure a replacement legislative bill tracking system as expeditiously as possible, using sound information technology principles, and such procurement shall be exempt from the provisions of the Virginia Public Procurement Act (§ 2.2-4300 et seq.) of the Code of the Virginia and the contract review provisions of § 2.2-2012. The Director may procure the replacement legislative bill tracking system using (i) a request for information or request for proposal, singly or jointly or in any combination thereof, (ii) such other industry recognized procurement method for procuring a management information system, or (iii) such other procurement method that comports with the best interests of the Commonwealth in the determination of the Director.
C. Included in this appropriation are general funds in the first year for systems security including SSL certifications, disaster recovery and continuity of operations systems and programs, redundant circuits, infrastructure upgrades, and the development of an information technology strategic plan.
D. Included in this appropriation are general funds in the first and second year to support five new full-time equivalent positions, including training and education."
