"P. Notwithstanding § 46.2-688, Code of Virginia, the Department of Motor Vehicles shall not be required to refund a proration of the total cost of a motor vehicle registration when less than a year remains in the registration period.  The annual savings shall be retained by the department and used to meet its ongoing operating expenses."

(This amendment would authorize the DMV to eliminate the provision of refunds for partial-year vehicle registrations when vehicles are sold or registrations otherwise ended. Eliminating the refund of partial year registrations is estimated to generate an additional $3.2 million in nongeneral fund revenue for the department each year.)
